The Conseil Stratégique des Technologies de l'Information
(Strategic Advisory Board on Information Technologies),
Having regard to decree 2000-1080 of 7 November 2000 establishing
a Conseil Stratégique des Technologies de l'Information,
Having regard to the matter submitted to it for consideration
on 8 January 2003,
Recommends :
- not imposing, whether by law or de facto, because of their imprecision, measures for tracing or controlling exchanges on the internet, the consequence of which would be :
- evaluating the financial impact of strict application of current copyright rules in research and teaching, in particular in comparison with European systems where a fair use exception exists, and publishing the results of the evaluation;
- significantly increasing the acquisitions budgets (digital and physical) of libraries and documentation centres in French education and research establishments so as to bring them into line with the prevailing situation in comparable countries.
- taking into account the conclusions of the "Applications and Services" working group annexed to this recommendation: "Digital rights: anti-piracy protection; exceptions for teaching and research".
