The Conseil Stratégique des Technologies de l'Information
(Strategic Advisory Board on Information Technologies),
Having regard to decree 2000-1080 of 7 November 2000 establishing
a Conseil Stratégique des Technologies de l'Information,
Having regard to the matter submitted to it for consideration
on 8 January 2003,
Recommends :
- developing government agencies' use of secure
electronic transactions, especially with businesses and local
authorities, in particular by favouring large-scale pilot applications
in terms of the number of users and transactions;
- ensuring the interoperability of secure systems
used by government and social security agencies, including for
existing applications such as Tele-IR (income tax), Tele-TVA (VAT)
and Net Entreprises (social security returns), so that it extends
to local authorities and the private sector;
- creating and guaranteeing in the long term
conditions that clearly favour the emergence of durable players
on the secure infrastructure market by encouraging their initiatives,
including in electronic exchanges with government agencies, by
supporting the development of related applications and by organising
the market;
- for the secure systems used by government
agencies, choosing only technical and organisational arrangements
based on software whose source code is open and can be inspected;
- seeking, in a European framework, especially
that of the eTEN call for tenders, the use of confidence hierarchies
whose root is European, while preserving the necessary interoperability
at global level;
- taking into account the conclusions of the
"Applications and Services" working group annexed to
this recommendation: "Confidence
in the security of electronic transactions".
