NETWORK AND SERVICE ACCESS
The
Strategic Advisory Board on Information Technologie,
In view of decree no. 2000-1080 of November 7, 2000 pertaining
to the creation of a strategic advisory board on information technologies,
In view of the question submitted for consideration on July 10,
2001,
Recommends :
- A bold, proactive government policy to promote
the widespread access to broadband services and networks in France;
a policy which would specifically include :
-
Facilitating the market conditions in areas
where the expected profitability of broadband access services
warrants the presence of several operators, specifically through
a temporary drop of unbundling prices under cost, defined
on multiyear basis ;
-
Covering geographic areas (defined by market
consultation) where no operator has any economic interest
in offering broadband access. Coverage could be ensured through
a public funding system, with an invitation to tender, rolled
out in compliance with very clear guidelines defined at the
national level ;
-
Developing tests for the economic validation
of public/private partnerships in those areas where current
technologies (cable, XDSL) cannot be deployed because of technical
limitations ;
-
A long-term government initiative promoting the
deployment of 'high' broadband services ;
- The implementation of the findings in the report
drawn up by the " Infrastructures and Networks " working group,
appended to this recommendation.

Recommends :
- Facilitating the broadcast of audiovisual works on the Internet
by implementing the following measures :
-
Consider the transfer of Internet broadcasting rights as established, given that the royalties were ceded
-
Broadcast cinematographic works within the same time-slot as pay-per-view
-
Extend the existing aid mechanisms to include the Internet
- Digitising the documentary resources considered as the French
heritage of knowledge, on open document and descriptions formats
;
- Granting administrative users, and said users only, the authorisation
to retrieve users recorded electronic data that is shared among
administrative offices ;
- The priority engineering of a common, recognised, secure, and
widespread micro-payment system ;
- The creation, approval, and networking of the networks of 'uses'
laboratories ;
- The deployment of incentive measures to prompt the SME to use
information and communication technologies ;
- The implementation of the findings in the report drawn up by the " Applications and Services " working group,
appended to this recommendation.

Recommends :
- The set up of a national entity for forecasting and analysing
the skills and expertise in information technologies. This independent
entity should be indifferent to job-recruiter concerns and should
focus on the jobs requiring associate degrees, or equivalent (i.e.,
2 or 3 years of higher education) ;
- The broadband Internet networking of grammar schools, lower and upper
secondary schools, and the doubling of public research efforts
in the area of information technology education, the uses of information
technologies for teaching purposes, and the appropriate pedagogical
contents ;
- The mobilisation of all the available skills, such as untapped
specialists or local companies in information technologies, within
the framework of special contracts, for local support ;
- The implementation of the findings in the report by the report
by the " Needs for Experts " working group, appended
to this recommendation.

Recommends :
- The increase of the national and European budget share allocated
to the research and development of information and communication
technologies; said budget should be granted as immediately available
grants ;
- The set-up of a single structure reinforcing current networked
research systems; said structure would be in charge of the effective
monitoring and support to research and development, specifically
through the following missions :
-
management in conditions compatible with the constraints of the beneficiaries
-
Support to national research networks especially within the framework of far-reaching multiyear projects
-
Definition of France's positions and its representation at European bodies, and development of France's influence in relevant international organisations
- The implementation of the findings in the report
by the " Research and Development " working group,
appended to this recommendation.
