CSTI Recommendations of 17 october 2001 concerning UMTS
The Strategic Advisory Board on Information Technologies,
Considering order n°2000-1080 of 7 November 2000 establishing
The Strategic Advisory Board on Information Technologies,
Considering the question submitted for examination on 11 April
2001, Considering the "UMTS" press release from the Ministry of
the economy, finance and industry on 16 October 2001,
Recommends:

That the momentum to reduce the cost of
3rd generation mobile licences be maintained at European level,
jointly with partners in France and taking account of the
economic environment;

That conditions to stimulate the development
of relevant content and software for this technology be implemented
in parallel with its deployment, in particular with a guarantee
of fair remuneration;
That the debate concerning practical implementation of networks,
and particularly systems interoperability in Europe, be extended;
-
That particular care be given to the technical conditions for deployment of the technologies concerned, in particular with a view to reducing their cost, and that a monitoring process - which could call on the expertise of the Agence Nationale des Fréquences Radioélectriques (national radio frequencies agency) together with the Autorité de Régulation des Télécommunications (telecommunications regulating authority) - be set up to oversee technological innovations and the necessary developments, along with the corresponding calendar.
