The Conseil Stratégique des Technologies
de l'Information (Strategic Advisory Board on Information Technologies),
Having regard to decree 2000-1080 of 7 November 2000 establishing
a Conseil Stratégique des Technologies de l'Information,
Having regard to the matter submitted to it for consideration
on 10 July 2001,
Recommends :
- developing high-speed internet access via satellite
and supporting its development by means of temporary assistance,
targeting small and medium-sized enterprises in rural areas in
particular;
- encouraging research and development with the
aim of reducing the cost of terminals and producing them on an
industrial scale, with backing in particular from the Centre National
d'Etudes Spatiales (the French space agency) and the European
Space Agency;
- supporting, under the same conditions as terrestrial
networks, the satellite infrastructure that will help to complete
high-speed internet access nationwide;
- promoting at European level the development,
roll-out and operation of satellite infrastructure for high-speed
internet access, drawing in particular on the RTD framework programme
for 2002-2006, trans-European networks and structural funds;
- taking into account the conclusions of the
report of the "Infrastructure and Networks" working
group annexed to this recommendation : High-speed
internet access via satellite
