Born
in
1939,
Jean-Michel
Hubert
is
an
alumnus
of
two
elite
engineering
schools,
the
École
Polytechnique
and
the
École
Nationale
Supérieure
des
Télécommunications.
He
began
his
career
as
an
engineer
at
the
Centre
National
d'Études
des
Télécommunications
(National
Centre
for
Telecommunications
Studies
- CNET).
In
1967,
he
was
put
in
charge
of
telecommunications
and
IT
infrastructure
for
the
Midi
Pyrénées
region.
In
1973,
he
became
a technical
adviser
to
the
Minister
for
Public
Health
and
Social
Security
and
then,
in
1974,
to
the
Minister
for
the
Interior.
From
1974
to
1986,
he
was
successively
Director
of
Technical
Services
for
the
National
Police
then
Director
of
Financial,
Property
and
Social
Affairs
for
the
Civil
Service.
He
then
became
special
adviser
on
value
added
services
to
the
Director
General
of
Telecommunications.
He
was
appointed
Director
of
Finance
and
Economic
Affairs
of
the
City
of
Paris
in
1986,
becoming
Secretary-General
in
1992.
At
the
same
time,
he
acted
as
Vice-President
of
the
management
board
of
the
professional
body
of
telecommunications
engineers.
He
was
appointed
President
of
the
French
Telecommunications
regulatory
authority
in
January
1997,
retiring
on
3 January
2003
when
his
term
of
office
expired.
From
February
2003 to July 2005,
he
was
Chief
Executive
of
the
Conseil
Général
des
Technologies
de
l'Information
(CGTI).
Among
other
distinctions,
Jean-Michel
Hubert
is
a Chevalier
de
l'Ordre
National
du
Mérite
(Knight
of
the
National
Order
of
Merit)
and
Chevalier
de
la
Légion
d'Honneur
(Knight
of
the
Legion
of
Honour).
