of
a Strategic Advisory Board for Information Technologies

The Prime Minister,
Having regard to decree no. 86-416 of 12 March
1986, amended, with regard to the conditions on which the State
pays the travel expenses and the cost of moving to another residence
in a foreign country or of moving between France and a foreign
country for civil servants of the State and administrative public
establishments;
Having regard to decree no. 90-437 of 28 May
1990, amended, with regard to the terms and conditions on which
the State, national administrative public establishments and
certain subsidised entities pay the costs generated by the travel
of civilian personnel in the territory of mainland France;
Having regard to decree no. 96-1092 of 13
December 1996, amended by decree no. 99-262 of 30 March 1999,
with regard to the creation of the General Board for Information
Technology,
Decrees :
Art. 1 - A Strategic Advisory Board
for Information Technologies answerable to the Prime Minister
is herewith created for a three-year term with the mission to
compare viewpoints and analyses in order to provide the government
with the information required for its strategic orientations
in the area of information technologies.
The Strategic Advisory Board for Information
Technologies examines questions submitted to it by the Prime
Minister. It may send the Prime Minister any proposal within
its sphere of competence. It inter alia makes recommendations
concerning the conception, preparation, implementation and evaluation
of steps taken as part of the government's programme of action
for the information society and the corresponding Community
programmes. It is consulted on the development of education
and training in the information technology and digital economy
sectors. It may also examine issues referred to it by other
members of the government.
It runs working groups. It publishes its proposals,
evaluations and recommendations with the Prime Minister's consent.
Art. 2 - The Strategic Advisory Board
for Information Technologies is made up of personalities selected
for their expertise in the area of information technology.
These personalities are appointed by order
of the Prime Minister for a three-year term.
The Prime Minister may also grant by order
the status of associate member, for a three-year term, to personalities
representing European businesses or research institutions specialised
in information technology and the digital economy. These personalities
may be invited to participate in the Board's work, depending
upon the business upon the agenda.
Art. 3 - The Strategic Advisory Board
for Information Technologies meets at least three times a year
in plenary session. It is chaired by the Prime Minister or by
a deputy chairman appointed by the Prime Minister.
Members of the Strategic Advisory Board for
Information Technologies may not be represented at plenary sessions.
Art. 4 - The secretariat of the Strategic
Advisory Board for Information Technologies is managed by the
General Advisory Board for Information Technologies. This General
Board evaluates follow-up of the Strategic Board's recommendations,
proposals and opinions. A committee member of the General Board
is appointed as general secretary of the Strategic Board by
order of the Prime Minister.
Art. 5 - Members of the Strategic Advisory
Board for Information Technologies, associate members and employees
and personalities heard by the Board must maintain the confidentiality
of discussions in which they participate and the information
obtained within this framework.
Art. 6 - The Strategic Advisory Board
for Information Technologies may call upon the General Advisory
Board for Information Technologies to help it accomplish its
purpose. It may also request assistance from State services
and public establishments with competences in the area of information
technology. It may furthermore order works or studies from non-government
entities.
Art. 7 - The travel costs incurred
by members of the Strategic Advisory Board for Information Technologies
in connection with their functions are reimbursed in accordance
with the above-mentioned decrees of 12 March 1986 and 28 May
1990.
Art. 8 - The Minister for Youth, Education
and Research, the Minister for the Economy, Finance and Industry,
the Minister for Culture and Communication, the Minister for
the Civil Service, State Reform and Regional Planning, the Minister
Delegate for the Budget and Budgetary Reform, the Minister Delegate
for Industry, the Minister Delegate for Research and New Technologies,
the Minister of State for Small and Medium-sized Enterprises,
Trade, Craft Industries, the Professions and Consumer Affairs
and the Minister of State for State Reform are charged, each
in so far as he or she is concerned, with carrying out this
decree, which will be published in the Official Journal of the
French Republic.
