Decree 2000-1080 of 7 November 2000 on the creation of a Strategic Advisory Board on Information Technologies

The Prime Minister,

In view of the decree 86-416 of 12 March 1986, as modified, setting forth the conditions under which the State assumes the costs of travel and of a change of residence abroad, or a transfer between France and abroad, of civil servants of the State and public administrative institutions,

In view of decree 90-437 of 28 May 1990, as modified, setting the conditions and methods of payment of costs arising from the travel of civilian personnel in metropolitan France when such travel is at the cost of the State, national public institutions of an administrative character, and/or certain subsidised bodies,

In view of decree 96-1092 of 13 December 1996, as modified by decree 99-262 of 30 March 1999, on the creation of the General Council on Information Technologies,

Decrees :

Art. 1 - A Strategic Advisory Board on Information Technologies shall be created for a duration of three years under the authority of the Prime Minister with the mission of guiding, by counterpoising various viewpoints and analyses, the government's strategic choices with regard to innovation and research and development in the field of information technology.

The Strategic Advisory Board on Information Technologies shall consider issues submitted to it by the Prime Minister. It can make any proposal to the Prime Minister within its sphere of responsibility. In particular, it shall formulate recommendations for the implementation and evaluation of actions undertaken as part of the French Government Programme for the Information Society and the corresponding European Union programmes. The Board shall be consulted about developments in training areas in the information technology and digital economy sectors.

Art. 2 - The Strategic Advisory Board on Information Technologies shall be made up of individuals chosen based on their expertise in the field of information technology.

These individuals shall be appointed by order of the Prime Minister.

Art. 3 - The Strategic Advisory Board on Information Technologies shall meet at least three times per year in plenary session. It shall be chaired by the Prime Minister or by a representative designated by the former.

Art. 4 - The General Council on Information Technologies shall serve as secretariat of the Strategic Advisory Board on Information Technologies. A member of the board of the General Council shall be designated as secretary-general of the Strategic Advisory Board on Information Technologies by order of the Prime Minister.

Art. 5 - The members of the Strategic Advisory Board on Information Technologies shall keep the discussions in which they take part, and any information to which they have access in the course of the discussions, confidential.

Art. 6 - To carry out its tasks, the Strategic Advisory Board on Information Technologies can draw on the General Council on Information Technologies. It may also seek the co-operation of State departments and institutions responsible for information technology issues, and can also order work or studies from non governmental bodies.

Art. 7 - The expenses related to travel on the part of the members of the Strategic Advisory Board on Information Technologies in the exercise of their functions shall be reimbursed according to the conditions provided in the above mentioned decrees of 12 March 1986 and 28 May 1990.

Art. 8 - The Minister of the Economy, Finance and Industry, the Minister for Education, the Minister for Culture and Communication, the Minister for the Civil Service and State Reform, the Minister for Research, the Minister of State with responsibility for the Budget, and the Minister of State with responsibility for Industry shall each be responsible, in the areas of his or her responsibility, for carrying out this decree, which shall be published in the Journal officiel of the French Republic.
