Proposals
for
the
ICT
sector,
complementarities,
perspectives
and
key
programmes:
National
Research
Agency,
National
Innovation
Agency,
Competitiveness
Hubs,
European
Initiatives
including
the
Framework
Programme
for
Research
and
Technological
Development.
The
ongoing
reforms
will
provide
businesses,
universities,
local
authorities
and
the
central
government
with
a restyled
range
of
instruments
to
maintain
complementary
public
policies
aimed
at
research,
the
industry,
employment
and
country
planning.
There
are
three
new
instruments:
-
a framework
law
and
pluriannual
budget
estimates
and
the
National
Research
Agency
(Agence
nationale
pour
la
recherche
- ANR);
-
the
Industrial
Innovation
Agency
(Agence
pour
l'innovation
industrielle
- A2I)
and
its
programmes;
-
competitiveness
hubs
and,
subsequently,
centres
of
excellence.
These
initiatives
complement
existing
mechanisms,
particularly
the
EU
Framework
Programme
for
Research
and
Technological
Development.
They
will
be
implemented
almost
simultaneously,
reflecting
a general
strategy
pursued
at
top
government
level
and
supported
by
an
impressive
number
of
businesses,
research
institutions
and
local
authorities.
Their
aims
form
a multi-dimensional
whole
needed
to:

carry
on
high-quality
academic
research,
-
keep
economic
players
competitive,
-
preserve
strategic
autonomy,
-
contribute
to
public
policies
and
social
well-being,
-
keep
the
local
regions
competitive
and
attractive.
Together,
these
measures
form
the
biggest
reform
of
public
instruments
in
the
last
twenty
years.
